Finding the right SIL provider for complex needs shouldn't be this hard

Families and support coordinators know the frustration. Your loved one or participant has complex behavioural needs — severe autism, intellectual disability, behaviours of concern — and provider after provider says the same thing: "Sorry, we can't take them."

Placement breakdowns. Waiting lists with no end. Hospital stays that last months because no provider will accept the referral. The system that's supposed to support participants with the highest needs too often leaves them with the fewest options.

Vibrant Life exists to change that.

Where other providers see risk, we see someone who needs the right support team, the right environment, and a provider who won't give up.

Dignified assistance with personal hygiene, bathing, dressing, medication management, and health monitoring — delivered at each participant's pace, respecting their comfort and sensory needs.

Daily Living Skills

Structured skill-building in cooking, household tasks, money management, and self-care — using visual supports, task analysis, and reinforcement strategies tailored to each participant's learning style and pace.

Meal Preparation & Nutrition

Nutritious meals prepared daily, accommodating dietary requirements, texture modifications, food preferences, and any mealtime-related behavioural considerations with sensitivity and consistency.

Complex behaviour support built into everything we do

Dedicated support team delivering specialist disability care

Many providers treat behaviour support as an add-on. At Vibrant Life, it's foundational. Every member of our SIL team is trained to implement Positive Behaviour Support principles as part of daily life — not just during "incidents," but in every interaction, every routine, every transition throughout the day.

We work as implementing providers under the NDIS, partnering with external Behaviour Support Practitioners to ensure each participant's BSP is followed consistently, data is collected accurately, and strategies evolve as participants grow.

1

Individualised BSP Implementation

Staff are trained on each participant's specific Behaviour Support Plan — not generic de-escalation. We ensure strategies are embedded into daily routines and reviewed regularly with BSP practitioners.

2

Consistent Data Collection

Accurate ABC (Antecedent-Behaviour-Consequence) data recording on every shift. This data drives plan reviews and demonstrates what's working — not assumptions, evidence.

3

Reducing Restrictive Practices

We are committed to the least restrictive approach. All regulated restrictive practices are authorised through proper channels, reported monthly to the NDIS Commission, and actively reviewed for reduction and elimination.

4

Collaborative Multi-Disciplinary Approach

We welcome BSP practitioners, OTs, speech therapists, and psychologists into our homes. Regular team meetings, open communication, and shared progress notes ensure everyone is aligned on each participant's goals.

5

Staff Training & Retention

Our support workers receive targeted training in high-intensity support, autism-specific strategies, sensory regulation, and non-verbal communication. We invest in retention because consistency is the cornerstone of effective behaviour support.

Our Compliance Commitment

  • NDIS Practice Standards & Quality Indicators compliant
  • Monthly restrictive practices reporting to NDIS Commission
  • Compliant with VIC Senior Practitioner & TAS regulatory requirements
  • NDIS Code of Conduct — all staff
  • NDIS Worker Screening Check — all staff
  • Incident management & reportable incidents protocols

Support ratios matched to individual needs

We don't force participants into a one-size-fits-all model. Each person's support ratio is determined by their assessed needs, their Behaviour Support Plan, and their goals.

👥

1:3 Shared Support

One support worker assisting three participants — designed for individuals with moderate to low support needs who thrive in a shared living environment with greater independence.

👥

1:2 Shared Support

One support worker assisting two participants — suitable for individuals with moderate support needs who benefit from closer attention alongside social interaction.

👤

1:1 Support

Dedicated one-on-one support for participants requiring individualised attention throughout the day — ideal for high-intensity behavioural needs and personalised skill development.

👪

2:1 High Intensity

Two support workers to one participant for the highest behavioural risk situations — ensuring safety for both the participant and support staff during complex presentations.

🌙

Active Overnight

Awake, active support through the night for participants who require continuous monitoring — not just a sleepover. Staff are alert, engaged, and ready to respond.

Whether you're a family or a professional, we're here to help

For Families & Participants

Parents, guardians, carers, and self-advocates

  • Direct communication with management — no call centres, no bureaucracy
  • Staff selected specifically for your family member, not rotated through a roster
  • Regular updates on progress, incidents, and daily life
  • Family-founded organisation that understands what you're going through
  • Welcoming families to visit, participate in planning, and stay connected

For Professionals

Support coordinators, BSPs, allied health, & hospital discharge teams

We accept referrals for participants with complex behavioural presentations including severe autism, intellectual disability, dual diagnosis, forensic backgrounds, and hospital discharge placements. Our intake process is designed for speed — we respond to all referrals within 48 business hours.

  • Registered implementing provider — NDIS Practice Standards Module 2A compliant
  • Experienced with SIL Quote Pack development & Roster of Care submissions
  • Willing to accept referrals with interim BSPs where permanent plans are in development
  • Open to pre-discharge care conferences and shadow-shift transitions

How Supported Independent Living is funded through the NDIS

SIL funding works differently from other NDIS supports. Here's what you need to know.

Quote-Based Funding

Unlike most NDIS supports, SIL uses a quote-based model. We develop a detailed Roster of Care and SIL Quote Pack based on each participant's assessed needs, which is submitted to the NDIA for approval — typically for 12-month periods.

SIL vs SDA

SIL funding covers the support you receive — the staff, the care, the daily assistance. SDA (Specialist Disability Accommodation) covers the building you live in. They are separate funding streams. If you're already living in an SDA property, we can provide the SIL support within your existing home — bringing our specialist complex behaviour expertise directly to you. SIL funding is separate from rent, board, and daily living costs.

Complex Behaviour & Funding

Complex behavioural needs typically require higher support ratios and active overnight support, resulting in higher funding levels. From October 2024, intensive and complex behaviour supports can be claimed at High Intensity rates — formally recognising behavioural complexity in SIL pricing.

Specialist SIL support across two states

We operate in Melbourne, Victoria and Hobart, Tasmania — two markets where specialist complex behaviour SIL providers are in critically short supply. Our dual-state presence means we understand local regulatory environments, referral pathways, and community resources in both regions.

Common questions about SIL & complex behaviour support

What is Supported Independent Living (SIL)?

+
Supported Independent Living is NDIS-funded support provided in a shared or individual living arrangement. It covers the assistance you need to live as independently as possible — personal care, meal preparation, household tasks, medication management, community access, and skill development. SIL is funded under NDIS Registration Group 0115 (Assistance with Daily Life) and is provided 24 hours a day, 7 days a week, with support ratios tailored to each participant's assessed needs.

How is SIL different from SDA (Specialist Disability Accommodation)?

+
SIL and SDA are different NDIS funding streams that often work together. SIL pays for the support staff and care you receive in your home. SDA pays for the building or property itself — specialist housing designed for people with significant disabilities. A participant may have both SIL and SDA funding, or SIL funding while living in a non-SDA property. If you're already living in an SDA property and need a new or additional SIL provider, we can deliver our specialist complex behaviour support within your existing SDA home. SIL funding is also separate from rent, board, and daily living expenses, which are typically covered by Disability Support Pension and Commonwealth Rent Assistance.

How does SIL funding work under the NDIS?

+
SIL uses a quote-based funding model. The process involves: (1) identifying the participant's goals and support needs, (2) a functional assessment, (3) submitting a Home and Living request to the NDIA, (4) the provider developing a detailed SIL Quote Pack including a Roster of Care and hourly breakdown, and (5) NDIA approval. Funding is typically approved for 12-month periods. We work closely with participants, families, and support coordinators throughout this process to ensure the quote accurately reflects the level of support required.

What support ratios do you offer?

+
We provide flexible support ratios based on each participant's assessed needs. This includes 1:3 shared support (one worker per three participants for moderate to low needs), 1:2 shared support, 1:1 dedicated support (one worker per participant), and 2:1 high-intensity support (two workers per participant) for situations involving the highest behavioural risks. We also offer active overnight support where participants require continuous monitoring rather than standard sleepover arrangements. The appropriate ratio is determined through assessment, in collaboration with the participant's Behaviour Support Practitioner and care team.

Do you accept participants with aggressive or self-injurious behaviours?

+
Yes. This is our area of specialisation. We support participants who present with complex behaviours of concern, including aggression, self-injury, property damage, and elopement. Our team is specifically trained in positive behaviour support strategies, de-escalation techniques, and the safe, ethical implementation of Behaviour Support Plans. We don't shy away from complexity — we build our teams, training, and environments around it.

What happens if a participant has a placement breakdown at another provider?

+
We understand that placement breakdowns are often the result of a mismatch between the participant's needs and the provider's capacity — not the participant's "fault." We welcome referrals from support coordinators and families where a previous placement has broken down. We assess each situation individually, review available clinical documentation, and work to create a transition plan that prioritises stability and safety. Urgent placement enquiries are given priority response.

Can you accept referrals for hospital discharge?

+
Yes. We recognise that many NDIS participants with complex needs experience extended hospital stays due to difficulty finding a SIL provider willing to accept them. We actively welcome hospital discharge referrals and are prepared to participate in pre-discharge care conferences, develop transition plans, and arrange shadow shifts to ensure a safe and supported move from hospital to home. Contact us directly to discuss an urgent hospital discharge placement.

Do you require a current Behaviour Support Plan before accepting a referral?

+
While a current Behaviour Support Plan is ideal, we understand that plans may be in development, under review, or not yet funded. We are willing to accept referrals with interim or draft BSPs where a permanent plan is being developed, and we will work collaboratively with the participant's Behaviour Support Practitioner to implement strategies from day one. Our priority is ensuring the participant has access to safe, appropriate SIL support while their comprehensive BSP is finalised.

Can you provide SIL support in an existing SDA property?

+
Yes. If a participant is already living in a Specialist Disability Accommodation (SDA) property and requires a new SIL provider — or is seeking specialist complex behaviour support within their current home — we can deliver our SIL services directly into that SDA setting. SIL and SDA are separate funding streams, meaning participants can choose their SIL provider independently of their SDA arrangement. We bring our specialist complex behaviour expertise, trained staff, and person-centred approach to wherever the participant calls home.

Are you a registered NDIS provider?

+
Yes. Vibrant Life Home Care Services Pty Ltd is a registered NDIS provider (Provider Number 4-0533-35907, ABN 85 669 487 941). We are registered under Registration Group 0115 — Assistance with Daily Life, which includes Supported Independent Living. As a registered provider, we can support participants across all NDIS plan management types: self-managed, plan-managed, and agency-managed (NDIA-managed).

Where are your SIL homes located?

+
We currently operate SIL homes in Melbourne, Victoria and Hobart, Tasmania. We are actively expanding our capacity in both regions. If you have a participant who needs SIL support in either market, we encourage you to get in touch — even if our current homes are at capacity, we may be able to explore options for new arrangements to meet the need.

How do you train staff for complex behaviour support?

+
All our support workers complete comprehensive training in positive behaviour support principles, high-intensity disability support, autism-specific strategies, sensory regulation approaches, non-verbal communication, de-escalation techniques, and safe implementation of authorised restrictive practices. Critically, staff also receive participant-specific training on each individual's Behaviour Support Plan before commencing support — ensuring they understand that person's unique triggers, strategies, communication needs, and goals from their very first shift.

Do you accept self-managed, plan-managed, and agency-managed participants?

+
Yes, we support participants across all three NDIS plan management types. As a fully registered NDIS provider, we can work with agency-managed (NDIA-managed) participants who are required to use registered providers. We also welcome self-managed and plan-managed participants. Our team can assist with the administrative processes associated with each management type to ensure smooth service delivery.
